Dr. Robert Toguchi is the Chief, Concepts Division, for the U.S. Army Special Operations Command. He has acquired over two decades of experience as a change agent within U.S. military organizations. Since 2002, he has served as the Director, Strategic Plans and Chief, Initiatives Group at the U.S. Army Training and Doctrine Command. In 2008, he served as the Chief, Strategic Plans and Deputy Director J8 for the U.S. Pacific Command. In 2013, he became the Chief of Concepts for the U.S. Army Special Operations Command and has been a key influencer in fostering artificial intelligence and machine learning initiatives to enable the future force of 2028.
